Please be informed that, according to the latest requirement issued by the Kenya Revenue Authority (KRA), a
mandatory Advance Cargo Declaration (ACD) requirement will be implemented for all containerized cargo
destined for Kenya, effective for Bills of Lading dated 03 August 2026 onwards. The requirement applies to all
shipments where the cargo's actual/final destination is Kenya and/or the consignee is domiciled in Kenya.
请注意，根据肯尼亚税务局（KRA）最新发布的海关规定，自 2026 年 8 月 3 日（含）起签发提单（BL） 的
肯尼亚进口集装箱货物，必须办理 Advance Cargo Declaration（ACD，预先货物申报） 并取得有效的 ACD 编
码。该要求适用于实际/最终目的地为肯尼亚的货物，以及收货人注册地址位于肯尼亚的货物。

Please note that cargo transiting through Kenya to other countries remains exempt from this requirement.
请注意，经肯尼亚港口中转至其他国家的货物不受此规定影响。

1. All Merchants shipping goods to Kenya must obtain an ACD Reference Code via the KRA ACD Portal prior to
shipment.
所有出口至肯尼亚的货物，托运人必须在装运前通过 KRA ACD 平台申请并取得有效的 ACD Reference Code

2. The ACD Reference Code should be obtained by the shipper, exporter, or freight forwarder before cargo is
shipped to Kenya.
ACD 编码应由托运人、出口商或货运代理在货物出运前自行申请并取得。
The responsibility for obtaining and ensuring the validity of the ACD remains solely with the Shipper/Exporter.
ACD 申请及有效性确认的责任方是托运人/出口商。

3. The ACD Reference Code must be provided at the time of Shipping Instruction (SI) submission and must be
shown in cargo description on the Bill of Lading.
客户必须在提交 Shipping Instruction（SI）时提供 ACD 编码，且该编码必须显示于提单品名中。

4. Failure to obtain, declare, or accurately transmit a valid ACD Reference Code may result in documentation
delays, customs clearance restrictions, cargo holds, administrative sanctions, financial penalties, or other
enforcement measures imposed by the competent Kenyan Customs authorities. Customers are therefore strongly
encouraged to ensure timely compliance to avoid disruption to cargo movement and clearance.
如未能获取、申报或准确传输有效的 ACD，客户将承担因不符合肯尼亚海关规定而产生的全部责任和风
险，包括但不限于文件延误、货物扣留、清关受阻、罚金、行政处罚及其海关实施的强制措施。

Please inform all your customers and consignees accordingly and ensure strict compliance with the Kenya
Customs regulations to avoid disruption to cargo movement and clearance.
请及时通知所有相关客户及收货人，并确保严格遵守肯尼亚海关相关规定，以免影响货物运输和清关。
